Disgaea 3 DLC fiasco

I was looking at the gamefaqs forums and apparently the Baal fight, Hime/Raspberyl clothes switch, and King Drake teacher all come in the complete set. As of right now, anyone who has bought DLC from the start is left behind since there is currently no separate download for said content. Does anyone else have any information regarding this? Some people suggested NISA hand out vouchers to anyone who has purchased all of the individual DLC.
