Nippon Ichi Software is an indie video game developer and publisher, located in Gifu-prefecture, Japan. Probably best known for the Disgaea series of SRPG games. Their other works include various RPGs like Phantom Brave, Makai Kingdom, and Soul Nomad, as well as various other games of different genres, such as the side-scrolling puzzler A Rose in the Twilight, the top-down horror series Yomawari, and the rhythm-platformer Mad Rat Dead.
Nippon Ichi Software America (NISA) is the North American branch of the company, which localizes and publishes NIS's own games, as well as those of other companies. NISA also has a Europe division.

The reason for this note in the rules is mostly a matter of courtesy. It takes you a couple seconds to look at fanart or a couple minutes to read fanfiction, but it probably took the creator much longer to make it. With overseas artists in particular, the issue of copyright is also a much more complicated matter and they can get in trouble if their art spreads too far without their control. Additionally, most write a do not reprint / repost on their profile somewhere. It's likely an artist will just completely take down their work or stop posting if things get too out of hand... so be polite! Don't ruin it for the folks who like their work!
Keep in mind, the rule isn't that you can't share the cool stuff you find. But if you cannot provide proof of explicit permission to re-upload and repost it, you'll have to link directly to the source instead. (Disclaimer: google, pinterest, pixiv tags, and etc are not sources.)
