Yeah, I think that's more or less taiga's theory and watching the scene, it's kinda adding up to that theory. Laharl's Mom was pregnant with Sicily but she had to save Laharl and didn't want to lose either of them even though she knew she could never truly be with them again so as she died she pleaded for Lamington to save Sicily and he brought her to life as a Demon-Angel.
