I just read this information regarding Ar Tonelico 2 and what I read is that there is a huge bug in one of the last boss battles which causes the game to crash. In addition to the bug, I read that much of the spoken dialogue did not get dubbed over and any scenes did not get dubbed over lost their Japanese voices as well.  I'll go ahead and quote explanations regarding the bug.

"The attack which causes this freeze was originally meant to bar Synchronization. However, due to the length of the string of text that the translation department put in which notes that the jamming is occuring, it causes a buffer overload, killing the game."

From what I gathered and read at other places, since the translated text was too much, its seems like NIS America decided to remove the attack altogether. However, Raki's AI still thinks the command is still there and will continually search for it causing an endless loop. One has to be able to kill this boss as quick as humanly possible to progress. I am not far in Ar Tonelico 2 so I don't know if this in an optional or required battle (the video title I am posting says optional, but there are several posts saying its required). Regardless of the conditions of the battle, its a really big blunder on NIS America's side. I would have thought they learned from the whole Rhapsody fiasco not to make such a critical mistake (though this one pales in comparison to Rhapsody). Any issues regarding the localization should go straight to NIS America. They certainly have some more explaining to do.

Luckily someone by the name of asmodean took the time to create a fix for the game. His patch can be found here. I have yet to try it, but I think what you'll need to do is have the Ar Tonelico 2 ISO ready to be applied to the patch then burn it onto a DVD. Unfortunately, you'll need a modded PS2 or HD loader software to enjoy this patch.
