My personal Disgaea 2 mystery?

Ok here I am playing my Favorite game on the PSP DHD and I find myself asking the same thing I asked way back when I played Disgaea 2 on the PS2. What in the world does the level 10 cellphone do? Not the dark hero cell the "Who knows what might happen?" cell. Is this like the vegi burger in Disgaea 1 or does this cell do something? My imagination gets the best of me when I ponder what that might be a secret weapon a bottlemail? So if anyone can answer this mystery I imagine it would be the good folks here at Cyber Dance.
